web client: cursor for record menu items should be a pointer

Discovered while working on bug 1670448. When using the Mark For or Other Actions menus on the bib record page, the cursor becomes an i-beam while hovering over the menu items instead of the expected pointer.

Looking at the other actions menus in the web client, an empty href attribute was added to a tags to force the cursor into a pointer. The forthcoming branch will do the same for the menus on the record page.

Adding a note that the working serials branch also has a menu item, "Quick Receive", that will also need this fix.

After filing this bug, it occurred to me that the i-beam cursor may have been intentional in the 'Mark For' menu so that the user could copy the record ID of whatever record was marked. However, if that's the case (I don't know if it is), it doesn't really work. The menu disappears as soon as a highlight the number, not giving me the opportunity to copy it to the clipboard, and the record I'm viewing is marked in the process.
