Reporter relative date selection is too limited

Bug Description

EG 2.12.2

In a report template with a date filter, if the data transform is set to 'year' and you
wish to select a relative date/date range when running the report, the earliest year value that can be selected is 90 years ago.

I noticed this bug when I attempted to create a recurring report to find patrons whose dates of birth were not within a specified time period. My template has a date range with the 'year' transform.

This affects both the xul and web clients.

I would like to be able to set up a reoccurring report for expiring users in the current month or future month. For example, it is March and I want a list of users who will be expiring in April automatically emailed to my library director.

I would also like to be able to select relative dates into the future that would allow recurring reports for things that will happen.

I believe this is fixed in the Angular report. The relative date field for year is free text.
