Bug Description
Web staff client 2.12.3
When using the Administration -> Local Administration -> Library Settings Editor the list of names presented in the Context Location appears to be sorted by id instead of the actor.org_unit shortname column.
Hopefully a small bug that is easily fixed!

In addition, when editing a setting, the library list in the pop-up is also sorted incorrectly.
