Bug Description
Evergreen 2.12
Loading the concerto/test staff and patron data results in 237 total user accounts, but only one row in actor.passwd (for 'admin'). The concerto accounts are all created with actor.usr.passwd values. This does not affect the functionality of the accounts, since passwords are migrated to actor.passwd as needed, but it would be good to move away from referencing actor.usr.passwd directly, since it's deprecated and may some day disappear.
