Add Permission to Control Payment Types

Evergreen 2.12 - but assuming this would wrap into the web staff client

This is actually an enhancement request not a current bug. Staff desire the ability to control who has the ability to apply a 'Forgive Payment" as a payment type.

Assumption is that a combination of new permissions and logic in the web client would be required to control the Payment Type use within the staff client.

Example: Staff want only an elevated account such as local admin to be able to use the 'Forgive Payment" payment type when applying a payment towards a patron's bill. If the account logged in currently does not have that permission then the 'Forgive Payment" payment type would be grayed out for that session.
