Load MARC Order records gives an unhelpful error when provider field is empty

Bug Description

When I try to load MARC Order Records and happen to forget a provider, I get a pretty scary looking error: Event: 2002:DATABASE_QUERY_FAILED -> The attempt to query to the DB failed (screenshot attached). It would be nice to have a more descriptive error message (e.g. Cannot load order records without a suitable value in the provider field). Thanks!

Now that the Angular Load MARC Order Records is in master as of 3.10, you can no longer submit the form with the Provider field empty. The Upload button is greyed out. Marking Won't Fix.
