Bug Description

This suggestion came up during the EG17 conference session on popularity
badges, but is something we've kicked around here for a while.

Now that we have easy access to popularity data for our titles, we would like an option to display the popular titles along the top of the search results screen in a strip or carousel display. It probably would be redundant to use this display when results are sorting by Most Popular, but it would provide another means of quickly seeing popular matches when a user is retrieving results by a different sort method.

A screenshot with a proposed mockup is attached.

If this does get implemented as a carousel, I'd recommend that we make it adhere to the WAI-ARIA Authoring Practices for carousels -- https://www.w3.org/TR/wai-aria-practices-1.1/#carousel -- for maximum accessibility and usability.
