Using Advanced Hold Options Turns Mutliple Holds Into Single Hold

PostgreSQL 9.5.6
O/S: Ubuntu 16.04.2 Xenial Xerus

When placing multiple holds from a My List, if you click Advanced Hold Options on one of the titles, the hold turns into a single hold. That is, the url changes from:

https://xenial/eg/opac/place_hold?hold_type=T;hold_target=36;hold_target=32

to

https://xenial/eg/opac/place_hold?hold_type=M;hold_target=36

The other hold targets are lost.

Hitting "Cancel" does return you to the original hold page with the multiple titles listed.

The above happens whether or not actual advance hold options are available for a title.

Continuing through with placing the metarecord hold gets even stranger.

After placing the one hold, the Continue link takes you back to the original hold screen with all of the multiple items listed. When I submit this page, it told me that both holds were placed successfully.

The patron now has two holds for the one item and one of the other in the database.
