In-app messages are not configurable

Bug Description

[Feature request from a patron. Discussed a bit on IRC with csharp from GA Pines.]

While you can configure whether you want to be notified of holds, by text, phone or email, there does not seem to be a way to opt out of the "Messages" that show at the top right and are accessed at https://gapines.org/eg/opac/myopac/messages .

I looked in the Notification Preferences at https://gapines.org/eg/opac/myopac/prefs_notify .

Since I generally only go into the webapp to place a hold or renew items, these red-badged notifications are always things I already know about (because I got a text or an email.)

It would be nice to be able to configure whether or not to receive the in-app messages for holds.

Similarly, I get texts for "Items Due Soon" (and now in-app messages for "Library Materials Due Soon") and I don't see any configuration for that at all. I'd actually prefer to get an "Items Due Today" notice on the morning of the due date rather than three days before, but again, being able to turn off the in-app messages would be nice.

Adding a note that, until a more elegant solution is created, one option for an Evergreen site might be to ensure that each notification method is contained in a separate trigger and then use the opt-in settings to allow patrons to opt in or out of that notification method.

This method wouldn't allow the user to select when they received specific messages, so it definitely would be worthwhile to explore a better way of allowing users to opt in/out of messages.
