Acq Provider Notes not exposed in staff client

Bug Description

The table acq.provider_note is not exposed in the staff client so that, well, notes can be used for providers.

Note, this is related to lp1687125 and inclusion of that patch will at least help where the dojo widgets autopopulate from the field mapper. At least until we can give dojo it's last right in acq.

As a side note, the patch for bug 1687125 by itself changes nothing for this bug, as acqpron would also need to be exposed via open-ils.pcrud.
