Bug Description

Back in 2010, Scott McKellar kindly provided a bunch of technical documentation for qstore:

Alas, the open-ils-dev archive is where it proceeded to sit; time to get it into the source tree.

The working/Evergreen branch user/gmcharlt/lp1678638_qstore_techdoc has two patches adding the original documentation (written by Scott McKellar and copyright 2010 by Equinox) and text versions of the two ODT documents:

I've force-pushed to the same branch a rebased version that uses .adoc as the extension.
