Bug Description
In the XUL client, there were two such indicators: the phrase (Has notes) and a border around the patron's name. In the Web client (at least on Webby), you have to go to Other > Notes before even knowing whether or not any notes exist. While this definitely reduces clutter, it is a bit of a hassle for information that used to be readily available.
Perhaps the Notes menu item could include a count of relevant notes next to it, like so:
More
-- Display alert and messages
-- Notes (2)
-- Triggered Events / Notifications

My preference is for the visual indicator to display without the need to click the Other button. Unless circ desk staff get in the habit of clicking 'Other' every time they retrieve a patron, they aren't going to know that the note is there.
Displaying 'Note' as a clickable link only when a note is present, as is the current behavior on the XUL client, is one option that only adds clutter to the screen in those cases when the retrieved patron has a note.
Another option might be to list Notes along the left sidebar, as is done with other fields, and displaying the number of notes on the patron's record.
