Move NCIPServer into Evergreen Proper

Bug Description
Maybe NCIPServer should be made a component of Evergreen.
That would mean losing the dependencies on plack, Dancer, and friends.
We should probably also switch LibXML::XML::Simple to maybe using XPath or something.
This is more pie-in-the-sky than some of the other bugs.

I removed the supposrtscripts tag because NCIPServer would not go under supportscripts. If added to Evergreen, it would go in the Perl modules under WWW, if not EGCatLoader.
