Make marc_export org. tree aware.

It would be nice if marc_export were aware of the org. unit hierarchy and could dump records for an org. unit and all of its descendants.

I have a branch that adds a --desencdants option to do just that. I'll push it to the working repo and a link in a comment below when I'm happy with it.

That will probably be after it runs in production on Tuesday, March 14.

I've been using the branch in production for the past month to export records for a couple of community college systems that use Ebsco's EDS.

I added a release note and fixed a couple of typos in the comments and help output.

I force pushed over the previous commit in the assumption that no one has pulled it yet to look at it.
