Adjust to Zero closes bill, hides new billing amount from patron summary

Bug Description

This is related to https://bugs.launchpad.net/evergreen/+bug/1618624

The xact_finish is filled in bill summary table when Adjust to Zero is done. New billings added after the Adjust to Zero was done are not reflected in patron summary (left pane or right top). But they are shown on Bills tab.

Hi Tina,

I tried to replicate this bug to see if the patch on bug 1618624 fixed it. However, I wasn't able to replicate the bug on an existing Evergreen system. Here were my steps:

I followed the steps in bug 1618624 that left an xact_finish date for a transaction that was still checked out to the patron.

I then added the bill to the same transaction from the bill history page.

After doing so, the new bill appeared on the current bills page, and in the patron summary, both in the left pane and along the right top.

Were your steps different?

Two test cases:

case 1:

1. Use Adjust to Zero to resolve fines for an overdue, but not reached maximum fine circ
2. Manually add a billing to the circ. The newly added billing amount is reflected in the summary.

case 2:

1. Use Adjust to Zero to resolve fines for an overdue, but not reached maximum fine circ
2. Wait for the fine generator to add one more day overdue billing. The new billing amount is not counted in the summary.
