web client: title hold screen should display date and time

Bug Description

The current title holds screen displays the date of the request instead of the date and time of the request. The time is important to display here because it helps determine who placed a hold on the title first.

Agree. We did a lot of troubleshooting on holds. The timestamps are very important. Besides request_time, I hope the time portion can be kept for capture_time, available/holdself_time, cancel_time (on Cancelled Holds) on View Holds in title record and Holds in patron records.

It is worth further testing, but I believe all of these have been addressed by the work Jason did in bug 1691237.
