oils_sip.xml.example should have XML directive at top

Bug Description

The Open-ILS/examples/oils_sip.xml.example file does not begin with an <?xml?> directive.

For reasons of XML conformance, and to make it appear as an XML file in editors that can check for file type using file content, this directive should be added.

A branch to add this directive is available in the working repo at user/dyrcona/lp1656547-oils_sip-xml-directive
