web client: user perm editor grantable flag display issue

Bug Description
This is only for the HTML user perm editor that was resurrected for the web client, and not the XUL-based user perm editor.
On a concerto-based test system, retrieve the admin (or any user) in the web client, and select Other -> User Permission Editor, or alternately, pull up the interface via Administration -> User Permission Editor.
Give the user the ABORT_TRANSIT permission with a depth of System and leave Grantable unchecked.
Save the changes. When the interface refreshes itself, it will incorrectly show the ABORT_TRANSIT permission as being Grantable. In the database, the user perm map will have Grantable = false for that perm.

This was a case of Javascript "0"=true, where 0=false was expected.
