Bug Description
Add a new "translator" make target option for pre-requisite installation that groups all the parts needed for translation work. Currently these packages are combined within the "packager" target, and could be split up for those who only want to focus on translation work, and not worry about installing asciidoc and other pre-reqs used for packager.
Working branch forthcoming.
