Bug Description

2.11
When using the Acquisitions General Search for line items or purchase orders by state the user must know exactly how the state appears in the interface and when that does not work, must experiment to find the correct usage - and then remember that for the future. Example 1: search for a line item with a state of "New". The state appears on the line item as "New" with the word capitalized. However when searching using "New" no results are received. Instead "new" must be used for an effective search. Example 2: When searching for the state "On-Order" "On-Order" must be used exactly as it appears on the line item.
Desire: the choices that can be used for State should populate the drop-down.

In fact, in Acquisitions General Search when the choice of search terms is dictated by the database such as in a State search, the drop down should be populated with the proper list of choices.
