SIP authentication sessions timeout in 2.11

After upgrading to EG 2.11, we started getting reports of Bibliotheca self-check machines erroring. The error is "Database unavailable". After about 30 seconds, the machine logs in and everything is fine. After 10 minutes of inactivity, the machine repeats the issue.

Mohawk College upgraded to 2.12 and encountered this bug with our SIP server. We applied the solution provided by Dan and it seems to have fixed the issue for us.

System details:

Evergreen: 2.12.1
Linux: Ubuntu 16.04
selfcheck hardware: 3M SelfCheck and 3M SmarteChute

Could we confirm and commit the solution?

Would you be able to add a signoff to the code, either by adding the signoff via git (instructions at https://wiki.evergreen-ils.org/doku.php?id=dev:git#signing_off_on_one_or_more_commits) or by adding a comment to the bug that says "I have tested this code and consent to signing off on it with my name, [enter name or consistent alias] and my email address, [enter email address]."
