Negtive balance produced when a lost item is checked in in amnesty mode. No payment has ever been made by staff. No billing has ever been voided by staff, either.

We have a couple of cases that negative balance is produced when lost items were checked in in amnesty mode. There is no staff action on the billings or payments. When the items were marked lost, adjustment payments were added to offset the overdue fines. When the items were checked in in amnesty mode, lost charges were voided, overdue billings were voided, but nothing was done on the adjustment payments.

None of the Prohibit Negative Balance on Bills settings is set up for the library, which, I tend to believe, should be irrelevant.

I think that, in amnesty mode specifically, all adjust payments should go away, and other payments then handled according to settings. Does that seem right?

I'm still letting this sink in, but one knee-jerk response is that we should continue to strive toward a linear billing timeline. There are certainly multiple ways to meet that goal.

One thing missing from the current code is protections against voiding a billing which is already adjusted. (Similarly, we already have protections against repeat adjustments.) Disallowing voids on adjusted billings would be good generally and also help this specific case, so something else to consider.

This can be reproduced on a stock system as follows:

Set the following library settings for CONS:

- Void lost item billing when returned - TRUE
- Void overdue fines when items are marked lost - TRUE

Note that NO negative balance settings are set on a stock system.

1. Retrieve patron 99999387993 and go to Items Out
2. Select, circ ID 7, barcode CONC4000043
3. Under Actions, choose Mark Lost

Under Bills, view Full Details for transaction #7, note that adjustment payments have been added to offset the overdue fines.

4. Check in item CONC4000043 using Amnesty Mode
