ACQ: deleting bib records does not check active/pending orders

Bug Description

EG 2.10

When deleting the last copy under a bib, thus deleting the bib, EG seems not checking whether there are linked lineitems on pending or active orders. The bib is deleted right away. Error shows up when attempting to activate the order.

Suggested solution:

1. blocking deletion of bibs linked to active/pending orders

OR

2. display the deleted bib ids in the error message popped up when attempting to activate orders, so that staff may undelete the bibs before trying to activate the order again

Marking this as High importance, because when this happens I'm affected by this bug: https://bugs.launchpad.net/evergreen/+bug/1814793

Most of my users tend to use Actions->Load Bibs and Items as the first time to load copies into the catalog. So if that process is stopped because a linked bib has been deleted, they're not able to load the rest of their copies into the catalog. They have to either scrap the order and start over again, or just know that some/many of their LIDs might not have associated copies.

There is also now this related bug: https://bugs.launchpad.net/evergreen/+bug/1815238 where the whole process is failing silently, so users don't actually know what's even happening to attempt to fix it.

Adding my comment from #1814793: I set up a report to find affected line items. The report checks all the line items on a specified PO and tells me if the linked bib is deleted or not.

So if I go to that deleted bib, undelete, and try to Load Bibs and Items again, it works and all copies are loaded. So there's nothing wrong with Load Bibs and Items, it's just another instance of Bug #1634244 in action.
