Context for some circulation permissions needs to have an option to consider copy.circ_lib or call_number owning_lib instead of checkout location

Bug Description

For some circulation related permissions, like SET_CIRC_CLAIMS_RETURNED, MAX_RENEWALS_REACHED.override we would like the context to be the item's owning library, or copy.circ_lib.

In a resource sharing consortium, there should be an option for the owning library of the item to retain some control over their item when it is checked out at a different library.

Use case:

Abbot Library's item circulates from Baker Library. Only staff members at Abbot Library can override a renewal limit for this item or mark the circulation claimed returned.

Adding a link to related bug 1259636 which proposes expanding the context for another permission, SET_CIRC_LOST, for similar reasons.

Another permission that needs an option for the item owner as context:

CIRC_OVERRIDE_DUE_DATE

Use case:

Abbot Library's item circulates from Baker Library. Staff members at Baker Library should not be able to change the due date for an item that is circulated at their library, but owned by another library.
