Bug Description
The holds history page will display current holds regardless of whether the user has enabled holds history. This is confusing to the patron and is different from the checkout history behavior, which displays a message saying there are no items in the circulation history.

Confirming that this is still an issue in 3.9 in the BOOPAC.
The holds history page should say "There are no holds in your history." similar to the checkout history if the patron hasn't checked the box for "Keep history of holds?"
