Seed data for activity metric

Bug Description

The new activity/popularity metric will be available in 2.11. Although Evergreen sites will have a lot of flexibility in how to configure it based on the makeup of their collections, I think it would be useful to have some basic seed data for sites that just want to enable it without further configuration. FWIW, I highly recommend that sites look at configuration options since there is a lot of powerful stuff there.

At this time, I'm inclined to create one badge in the seed data based on top # of holds requested over the past five years. The badge should be set at the top of the org tree with no other filters applied to it. I'm not committed to this badge yet as I'm still looking at a few other options.

I have a couple of reasons for going with holds requested over circulation data:

- The holds requested metric is useful for creating badges for high demand on-order records that haven't had a chance to circulate yet (i.e. the upcoming James Patterson novel).

- I've also found that badges based on circulation tend to bring some materials to the forefront that some libraries may not consider to be ideal candidates for a popularity badge, such as serials or children's materials. I think we can get some good information out of circulation data, but they need a little more work to filter them to specific record attributes. In that regard, it might not be the best pick for seed data. The holds requested metric doesn't exclude these types of materials, but limits them to ones that are high-profile enough to garner a lot of holds.
