Cannot re-use label for monograph part

Bug Description
When adding a new monograph part (Actions for This Record -> Manage Parts) on a record that has the same label as a deleted monograph part, the UI does not respond and the error message at the database level shows the failure is due to a uniqueness constraint on label (without regard for whether or not the part is deleted).
