webstaff: fix dirty form detection for the patron editor

Bug Description

Following the upgrade to AngularJS 1.5, the patron editor started inappropriately thinking that the form had been modified by the user even when no such modification had taken place. The problem has to do with the use of uib-datepicker-popup, which seems to invoke the ng-change callback several times as it initializes itself.
