Bug Description

Because no time zone is set when calculating the $ymd variable in test 3 of the 11-lp1481036-future-backdate.t file fails if run within your UTC offset hours of local midnight. The reason for this is $ymd is calculated using UTC and it is already tomorrow while the checkin_date is calculated using local time.

Forthcoming branch will resolve this by using the local time zone.

Grabbed Jason's fix branch from working, tests function now, pushed to master and backported to rel_2_10.
