EG 2.10 beta / master

I think this is an oversight in the changes for bug 1527342. In OpenILS::Application::Actor, the register_method call for open-ils.actor.history.hold.visible specifies user_visible_circs as its method. But that method no longer exists, having been superseded by user_visible_holds.
