Selfcheck: Printing Fines Prints All Open Transactions

Bug Description
When printing the list of fines from the self-check, it is printing all open billable transactions regardless of whether or not the transactions have any fines on them (see attachment).
(I have a proposed fix for this that we have working in our production environment - I'll post tomorrow.)

To test, log in to the selfcheck interface ( /eg/circ/ selfcheck/ main ) through a browser, log in with an account that has permissions to set the workstation, and then log in with Concerto patron data to test printing from Fines tab:
- patrons with no items out, no bills (should not launch print function)
- patrons with items out, but no bills (should not launch print function)
- patrons with bills, but with no items out (should launch print function and print a bullet for each bill)
- patrons will bills, and with items out (should launch print function and only print bullets for the bills, and not print bullets for the open transactions that do not have bills)
