Case Sensitive Duplicated Circulation Modifier Should Not Be Allowed

Evergreen Version 2.9

This is a wish list, or opinion, that Evergreen should not allow for the creation of case sensitive duplicated circulation modifiers. For example, users should not have the ability to create both “BOOK” and “Book” circulation modifiers.

Both circulation modifiers will appear within various dropdowns throughout the database, most notably, the Item Attribute Editor. Users may not know which version of the modifier to select.

There is also an added caution, as noted in https://bugs.launchpad.net/evergreen/+bug/1548321.
