web client: alert message for transiting, non-active copies

Bug Description

Following up on https://bugs.launchpad.net/evergreen/+bug/1202742, we added support for an alert / print message for transiting non-active copies after initial work on circulation was done in the web client. Bill Erickson noted in that bug "Noting for future consideration that this bug will need a browser-client compatible version of this feature."

Now that this alert message is available in the xul client, I'm adding this separate LP bug for the web client so that we don't lose track of it.
