eg.hatch.required not parsed correctly

Bug Description

After Hatch has been enabled via Administration -> Workstation, you cannot disable it and go back to localStorage.

eg.hatch.required in localStorage gets set to "false", but is still treated as if it were true.

There may be other boolean settings that behave thus.

Jason, can you give an example of how it's failing? I'm unable to reproduce the problem. The value is translated via JSON.parse() before use, so a 'false' string should (and does in my tests) result in a false value.

Marking as invalid. A lot of changes went into Hatch over the last year+ related to enabling it for specific uses (storage, printing, offline). The code described no longer exists in that form and I can successfully enable/disable Hatch in the current code.
