Bug Description

The following two methods in Actor.pm, open-ils.actor.org_unit.closed_date.create and open-ils.actor.org_unit.closed_date.delete, are not used by the closed dates editor, and on account of bug 1240657, I strongly suspect that they haven't been used for years, if at all. Consequently, they should be removed.
