Back and Next links in Patron Message Center giving unexpected results

Bug Description
The Patron Message Center opens as expected and displays the appropriate messages (if any) that are on the patron account, but clicking on the Next or Back buttons loads a list of notes that are not related to that patron in any way.
See attached screenshot for an example - I pulled up my own account which just has one test message on it, then clicked Next and this assortment of Notes created by other branches for other patrons loaded.
