Web Client: Item Status missing actions

The Item Status form in the web client is missing the "Actions for Selected Items" and "Actions for Catalogers" dropdowns. (See screenshot from regular staff client.)

The Actions menu is now available in the web client. I'm setting this one to Incomplete rather than Fix Committed because I'm not sure during which release the menu was added.

The Actions menu is available in the List View but still not available in the Detail View (see screenshot), so I'm changing the status of this one back to New

There's a bug with Transfer Items to Previously Marked Volume I need to fix, where it refreshes the screen while the confirmation dialog is up.

1. It adds sign-off's to Jason's 2 commits for Andrea and me.

2. Adds a 3rd commit to apply some additional styling to the new Actions dropdown menu. This addresses the issue where menu entries are only partially visible, creating a horizontal scroll bar when the menu opens. It also sets the menu as (vertically) scrollable, consistent with the analogous grid menu.
