TPAC: Export Holds History Button Not Available

There is a placeholder in hold_history.tt2 (in My Account) for the Export List option on the Holds History page, but it is hidden and doesn't appear that any functionality was ever built around it. I would expect it to work similarly to the export button on the Circ History page.

This is still the case in v.3.9, as tested in Equinox demo server.

Additionally, there is an action trigger - ahr.history.email - that has no associated functionality, not even hidden placeholders.
