Offline Printing fails when using "Last Receipt"

Bug Description

While preparing for our next Evergreen upgrade to 2.9.1 it was discovered that the Last Receipt button results in a FIXME error with no method to generate a second receipt from the interface.

This was tested in both 2.7.2 and 2.9.1 versions with same results.

Going directly into the Offline mode without first logging in to the Staff Client does not change the outcome.

Marking 'won't fix' since this is using the XUL standalone interface. (However, reprinting last receipt also appears to be broken in the web client offline interface - I'll create a new ticket for that.)
