Offline standalone interface does not have a due time field

Bug Description
For academic libraries that have hourly checkouts, it's impossible to make items due later in the day when using the standalone interface. When we attempt to make an item due on the same day, it returns an alert message "Due date needs to be after today." There is no field to enter time of day that an item is due. Thanks for looking into this!

A note that the Web staff client offline interface also does not contain a due time field as of 3.1.2. This always causes us a mess when we're offline, since some of our most popular items are our 2-hour checkouts.
