Bug Description
Commit 7b224d1b0 introduced a sip_renewal flag for checkins, but at the moment the option is not fully implemented (and renewals made via SIP2 currently get marked as desk renewals).
The sip_renewal flag should either be removed as dead code, or implemented by adding a sip_renewal column to action.circulation and code to the SIP driver to set it.
