Stock definition for the LC Z39.50 target includes invalid search attribute

The seed data includes an "Item Type" search attribute for the Library of Congress' Z39.50 target. However, the use attribute it specifies, 1001, is not supported by LC's target per http://www.loc.gov/z3950/lcserver.html#usea (nor does that target seem to support any use attributes suitable for limited on record type).

Consequently, that attribute should be removed from the seed data.

Tested - the upgrade script removes the "Item Type" attribute for Library of Congress, and the attribute is removed from the seed data.
