webstaff: merge more sprint 2 (cataloging) work into master for 2.9.0

This bug is for tracking merging commits from the current collab/gmcharlt/webstaff-sprint2 branch into Evergreen master for release with Evergreen 2.9.0.

Note that this includes a bugfix patch originating from the work for bug 1452950 and the patch for bug 1489955.

I get an error when running XXXX.schema.filter_authority_browse_search_by_thesaurus.sql:

I'll see if I can fix it, but I think maybe some other change is missing.

Following up on the conversation in #evergreen, I pushed a follow-up patch to the branch to make it work on PostgreSQL 9.1 (which doesn't support using named parameters in the body of SQL-language stored functions).
