Renewing a claims returned item should restore overdue fines

If a claims returned item is renewed, we would like overdue fines to be applied to the transaction if the renewal occurs after the due date.
Let's say we have a user that claims to have returned an item on its due date. Any overdue fines that have been applied to the transaction are removed at that time.
A week later, the patron asks to renew the item. Upon asking to renew the item, it's clear that the item was not returned (why would you renew it otherwise?) and the overdue fines that would have accrued if the transaction had not been marked Claims returned should be added to the transaction.
I'm noting that this behavior is different than what happens when a claims returned item is checked in. Overdue fines are not restored upon checkin. However, this behavior makes sense within the context of a checkin because it's reasonable to believe that the checkin occurred after the item was found on the shelf or after some second patron, who never had a proper checkout recorded, returns the item.
Jason's original branch for bug 638509 attempted to apply these fines, but it didn't work as expected. Since the application of fines was a separate issue from fixing the original bug, we agreed to open this as a new enhancement request when renewing claims returned items.
