make_release shell syntax is wonky

Bug Description

The make_release script used by RMs and others to turn a branch into a release tarball uses a mixture of various styles, and for some versions of bash, confuses the shell. Coming soon is a branch to fix most of those, and further to add some protection for variables that may not contain exactly what the original code expected.
