Debian Jessie Apache 2.4 Mod CGI not enabled

Bug Description
Hello, I noticed that the /updates/
I think that it is because Debian Jessie's apache 2.4 doesn't include mod cgi enabled like wheeze does. Running 'a2enmod cgi' and restarting apache fixed the issue with manualupdate.html.
So perhaps cgi should be added to the jessie dependency file - DEB_APACHE_MODS list.
I'll have a working branch when I get a chance.

Tested with EG 2.8.1 and Debian Jessie.
Before this change after a new install the /updates/ manualupdate. html page would just spit back the scripts code.
After this change the page returns the correct information.
