Remove permission.temp_perm table

Bug Description

As part of the 1.6.1-2.0-upgrade-db.sql upgrade script, a table permission.temp_perm is created and used to migrate/juggle permission ids.

That table was intentionally not dropped as part of the upgrade process, as it served as a reference showing old permission IDs and their new/changed permission IDs.

It may be time to either drop permission.temp_perm as part of an upgrade script, or to recommend in release notes that it be dropped.
