Bug Description
Evergreen 2.7.2
A fund’s Year is adding a comma, once the new fund is created.
To recreate this behavior, create a new fund (Admin -> Server Admin -> Acquisitions -> Funds, select New Fund). Once the new fund is created, double click within any of its cells, the Year will contain a comma. When testing, the first time I double click on the fund doesn’t add the comma. However, going out of the fund (click Cancel) and going back in will cause the comma to appear. I cannot recreate this behavior with already existing funds. Attached is a screen image of the comma appearing in the Year field.

I've confirmed the bug. A technical note for whoever grabs this: around line 29 of Open-ILS/ src/templates/ acq/fund/ list.tt2, the function that displays the dialog for creating a new fund adds a constraint on the dijit for the year to not display a comma and to keep values between 2000 and 2200.
However, that dijit constraint is *not* put in place when editing an existing fund. That means that not only can the comma be displayed, but one can edit the fund to have a year outside of the current valid range of 2000-2200.
