Unable to activate acq orders if lineitems have no copy location

Evergreen version: 2.8.0
In previous releases of Evergreen, it was possible to activate a PO if it contained lineitems without a copy location, even if there was no default acq copy location set through the Library Settings Editor. The system would automatically apply the Stacks copy location to these copies.
On 2.8, the PO will not activate if a copy location is not explicitly set. When trying to activate the order, the user receives the following message: Event: 1717:COPY_
I don't know when the change entered the code, but I was able to successfully activate a PO with copy-locationless lineitems on 2.7.1.
We have some libraries that do not enter copy locations during the ordering process and do not have a default configured because they don't apply the copy location until the item is received.

If the desire is to have the Stacks location applied anyway--it sounds like Evergreen was just supplying it automatically, not that there wasn't one at all--what would be the reason for not just setting Stacks in the library setting? And thus avoiding the potential pitfall of being able to create copies without shelving locations?
