Ensure that bib record attributes (when present) are always ingested

Bug Description

Under certain circumstances, bib records can be ingested without a row getting added to metabib.record_attr_vector_list -- for example, consider a bib record with blanks in the Leader/06 and Leader/07 and no 006, 007, and 008 fields.

Such records are terrible, no good, very bad, of course -- for one thing, they cannot be retrieved via an OPAC or staff catalog search.

However, attempts to overlay them with better ones will /not/ result in adding metabib.record_attr_vector_list due to a quirk of how biblio.indexing_ingest_or_delete() invokes metabib.reingest_record_attributes().

Expected behavior: updating a bib record should always result in record attributes being ingested, even if prior to the update no record attributes were stored.
